I can't believe why you can't boot from any USB device like an external USB hard drive or USB flash drive. Maybe it is just not set properly in the BIOS.

Anyway, if you really can't set it in the BIOS, which I still doubt it, what you can probably do is take out the hard disk again and put it on the other laptop. Boot from your Windows XP CD so you can reformat the drive if you want to. Install the OS. You will get to the stage where the files are being copied to your hard disk. Once the copying is complete and requires a reboot, DON'T let it continue. Power off the laptop. Put back the hard disk to your laptop and let the installation continue from there. This way, the drivers that will be installed will be for your laptop's hardware and not for the other laptop. This is the reason why your previous installation was unstable. The device drivers were looking for the other laptop's hardware.

I really havent' tried this yet because I haven't encountered a laptop that wouldn't allow to boot from USB devices so please post back if it worked.
References :
You have to go to Toshiba and order a set of recovery disk in order to have the hard drive working again. The reason why the computer that you installed Windows Xp on doesn't work is because after you wipe the drive, you wont have any drivers. You can download them again on your manufactures website. But when you put it on another computer and boot it from there, all the hardware is different from the ones originally installed on your laptop so it will not work properly. Just order a set of recovery disk and recovery your hard drive. Email me if you need more help. there are lots of ways to fix your problem but i am use to this way, =D
References :
Experience,
